I have dish network SD service (322 receiver) and have a mitsu-65713 HDTV.
The pic quality is pretty poor - fuzzy, grainy and varies from channel to
channel. DVD is great. So i know that the TV is fine. I have tried
composite/s-video cables and they seem to improve quality a little bit.
I have 2 questions:
1. Will switching to a HD service like the dish 811 receiver make my
SD signals look any better?
2. Do i have any other options (other than touching internals of my brand
new mitsubishi) to make the pic any better with SD?

IF DVD is good... then I would suspect that the TV is fine. IMO, don't mess with it.
Switching to HD may may provide improvement (obviously with HD programming), but SD may or not be improved. Depends on what root cause of the problem may be.
Based on your description of the picture quality using Dish, it could be bad cables, receiver, lnb(s), poor dish alignment or possibly something interfering with your 'line of sight'.
IMO... of you have an SD satellite receiver, why not go for a Dish HD upgrade? You'd probably get everything new and potentially resolve your issues as well as take advantage of HD!

Thanks for response. I have been reluctant to switch to the dish HD service
now as i have been seeing some issues based on web posts regarding their
HD receiver - 811. I might get a HD antenna for free channels and try them
first.

That could work as long as your TV has a built in OTA/ATSC receiver.

I have had the Dish 811 since they first came out. Majority of the issues are fixed or can be avoided by habit.
First of all my SD programming was very good and still is when I used either the 301 or 508 with my TV. I notices a dramatic improvement in SD quality afterdoing a mutlti point convergence. Not the Auto-focus/converge. Your Mits should have some type of manual convergence available in the user controls of the menu.
My HD and SD programming look very good now that the latest software release for the 811 has been issued. I recomend it if you want to stay with DISH. The 921 is a HD-DVR, that is also on the market.
If you want to switch there are many offers for HD STB's with Direct too.
Your choice.

baskar,
The HD pic on the 811 is fantastic!
Once you get it, you'll be watching little SD anyway..............
