Can someone explain to me the difference between a $20 and $5 diplexer? Other than price, of course... Is the packaging more weather-resistance, are certain diplexer's only meant to be used inside? I can't find a reason to justify spending the extra $15 on the RCA (or TERK) diplexer versus a cheep GE diplexer...

Could be a variety of things, better construction, overpriced because of the name (the Terk for example.)

I have a DB4 antenna, and a Directv Dish. If I installed a diplexer at the dish, and 1 at the receiver, how much loss should I expect in the signal?

Probably a lot more loss than is necessary: diplexers are fickle things: I hate 'em myself! Take a few minutes to run an additional coax cable directly from the antenna: you'll be happy that you did.
