I have a Samsung tsl3293hf monitor using Time Warner cable with their SA3100HD STB. When viewing analogue signals I get a series of 5 transparent horizontal bands traveling up my screen. I do not get these when watching a digital channel or HDTV but they are quite noticable (at least to me) when watching anything non-digital. I see them also thru the DTV tuner when watching non-digital signals.
I had TWC come out and they tested the line coming into the house. At first they said it was probably my computer as it shares the same cable using Road Runner. I unpluged the computer and it still had the same results. They measured the volts coming off the cable and it showed them 41 volts coming off the line I guess in excess of what it should have showed them.
Anyway the guy tested all the inputs and outputs of my vcr, dvd, cable box and then the tv itself and could not find the source of what was causing the problem. We took the cable line itself and put it directly into the tv bypassing any other device. I also used a different cable wire.
He finally concluded (maybe out of frustration or lack of knowledge) that the electrical outlet was not grounded properly and suggested I have an electrician come out to check it. Before I do this I thought I should post here and see if anyone else had a similar problem. I hope this problem will not harm my set. He also said he got a little electrical shock when touching the cable input into my set.

I work for a cable co and yes you are getting to much voltage coming out you prob do need to call an electrician...
