I have a panasonic DVD player with optical/digital coax sound output and component output. Its a few yeard old and It wasnt the moxt expensive DVD player or the cheapest. It dosent say progressive anywhere on it. Is progressive a given or is it a optional feature that only modern or more expensive players have?

Even most of the cheapest DVD players today have progressive scan as an option, but it was not on all DVD players of the past. Check your operating manual, the user menus and there may be a switch on the back of the unit saying "progressive".

Interestingly, depending on the TV, some TVs provide a better picture quality when fed the 480i instead of the 480P signal....

even if the current DVD players are called "progressive" the DVDs are still 480i right? So its not gonna be true quality improvment, just a masked improvment. I have 2 old DVD players, from 2001. A Toshiba and a Sony. They are 480i, im pretty much positive. When I start a DVD on my Sharp LCD, it says 480i for a second, on my DVD input display. I was about to go buy the newer progressive DVD players today. NOT the upconvert, I didnt really like that much when i had one. But after reading a few threads here, I think I wont waste more money for an upgrade from 480i to 480p at the moment. I'll wait a bit for something better.
