I'm considering a 32 inch Westinghouse LCD TV for our family room. I would like to use external speakers(two) but don't want to get a receiver or a home theater. Does anyone know of a small speaker system or set up that will work this way? Can you connect speakers to a DVD player or STB using the RCA or component jacks?

No... you would need an external A/V system.
The exception would be IF the TV itself has "external speaker" connections. And... with that you are at the mercy of the TV to power the speakers and stereo with perhaps some type of "pseudo surround".
IMO, use the TV's speakers and save your $$ for an A/V system down the road.

Another exception is to use powered speakers such as is common for computer speakers these days. A set of decent PC speakers certainly will better than what's inside the TV.
