This Monitor appears to be a good deal. Does any of the signal quality or strength get lost when an external tuner is used as opposed to having an internal tuner?

An internal tuner is no big deal to me since we use a HD DVR from our cable provider.

Technically an internal tuner should offer slightly if noticeable better PQ since there is shorter path between the tuner and the electronics in the TV. As long as your STB is probably connected you should get great PQ with an external tuner though.

What Matt says is theortically correct if the tuners are equivalent quality, however, how is one to know? For example, many people by separate components (amp/preamp, tuner) instead of an A/V Receiver to get better quality.

Since you're going to be using your cable provider's STB, then the issue of the internal tuner is really moot, unless you wish to pick up some signals OTA. Now, the OTA signals could be better than via the Cable system, but that's a different matter.
