WS 55809 error code 23

I am getting an error code 23 that says horizontal deflection issue. Can anyone tell me what this means in the way of repair and parts? Had technician out, after $263.00 and an IC part replaced, the problem returned 30 minutes after he left. His 2nd trip, said it was a new problem and could be any of several problems and the only way to tell was to replace each part until it worked. That sounds $$$$$$. Set shows double image when first turned on, that clears up then the whole set turns itself off. Sometimes it will play for an hour or two, sometimes only 5 minutes before turning itself off. No blinking green LED; Green power light comes on and then goes back off.
Any DIY repair insight and advice appreciated.
