Blinking Dashed Line Sony KDL26M4000

I recently purchased a Sony KDL26M400. I use it with a Comcast DVR box. I am very happy with it with one exception. On most normal digital channels, there is a blinking dashed line at the top of the picture. It is not there on the HD channels, and some non-hd channels, especially when it is mostly graphics. It is also not there when I bypass the DVR box (cable direct from wall to TV. Sony tech support couldn't help. Cable guy came out, but says it is not a DVR box problem. I suspect it may be the DVR though. Any thoughts?

This is VBI information - the stuff that carries closed captioning, etc. This is visible on some upconverted SD programming on HD channels because the affiliate hasn't properly done the upconversion. Complain to the affiliate.

Many newer HDTVs have very small amounts of overscan - 2% or so, or have a setting for 0% overscan, which is designed for computer use, not TV viewing. This used to never be a problem when all HDTVs had 4-6% or more overscan because the information was always off screen, even if the affiliate was sloppy.
