Welcome to the forum:

In order for Rogers to provide any channel it has to be approved by the CRTC. This is an involved process than can include the network and Rogers making applications. Rogers can assist with the application, but has essentially no say.

Basically, no US channels get approved if they "compete directly" with a similar Canadian Channel. For example, no ESPN while there is a TSN.

There are exceptions (OTA near the border) and "grandfathered stations".

Each application is heard and approved or rejected based on its own merits. For example, we will not get "Fox news" in Canada because we already have CNN, HN, CTV News, CP24, etc. However, Global is looking at starting a Canadian News network, that could get approved and may carry a portion of Fox News. As you can see it's complicated.

As for the NBA games, the finals are on ABC and will be in HD, as are the Stanley Cup finals... So if you get ABC HD, via Rogers, you're in luck for those..
