Signal strength

I have a mits 65807, and a sir-t151, I am using a antennacraft AC-9 antenna, ( the one antennaweb.org recommends ). When I go to set up signal strength the best I get is 50%, Should I be using a preamp, or try a diff antenna. Towers are about 30-40 miles away, or should I try a diff stb.
