What do you have connected to the TV? If you've got a STB, then the STB (or other device) needs to do the CC if you're feeding HD signals to the TV. The TV can only CC signals from the internal tuner, or from SD inputs.

i am using satelite box connected with regular a/v cable (red-yel-white) to the DTV, do you think if i use another a/v channel or connect with sv cable will fix the problem, i ll give it a try , but thank you for your help.

With the composite cable you're not getting HD, therefore the TV should be able to CC the incoming signal. Do you not have HD on the Sat? See the following on cables & connections:

It is possible that the Sat STB doesn't pass CC properly, or that the Sat STB needs to do the CC. Do you have another source of SD material, like a 480i DVD (do not upconvert, send as 480i - via say composite video cable (Yellow), or SD cable from a cable source? or an SD channel OTA?. The TV should be able to CC that.
