The salemen from RCN told me that they were told in training class that RCN is in negotiations with the Philadelphia CBS-Viacom station to carry the digital signal. I thought that digital network stations were free. Currently when RCN turned on their HDTV signal last week they had the local ABC NBC FOX and PBS networks however KYW 3 (CBS) was noticably absent.

Your locals are free to you OTA. If you wanted to re-broadcast and make money off charging your cable subscribers then you have to pay for the right to sell that programming. Even with cable your locals are not free. The cost is bundled into your basic subscription.
