its hard to explain....like when my tv displays a solid color like the menu screen, it looks like the pixels are blinking very rapidly
i do have to get within 5 or so inches to see it though...
im not sure whether this is normal or not...btw this is my family's first non-crt tv lol

Each pixel has a slightly different activation level, and drive circuits have a certain amount of noise. Combine these two characteristics and you get a system that needs very careful calibration and contro of the activation potentials or you get exactly this symptom. If the set is very new, don't judge it for a few hundred hours. Not only do panels phosphors age in, but the activation levels change slightly in the first few hundred hours. Some manufacturers modify the drive levels based on programming in the firmware for the set after a few hundred hours, some just estimate where it should end up and design the sets around that level.
You can also have a problem in the panel, a problem in the circuits that drive the panel, the set could need adjustment internally (which is NOT a DIY solution unless you have the documentation from the vendor and the right equipment), or it could be noise in the source.
Post some images and be specific about the conditions that you see the problem, the colors, the levels, etc.

Is it plasma or LCD? Model number of the TV?
