Boston Bad Signal

I live in Brookline which is prettly close to boston. I have a pretty big Winegard antenna with a pre-amp up on my roof. Even with all that (and a rotator) this biggest signal I can get is around 55%. Fox fluctiates between 53% and lower. What can I do? I have tried just about everything.
