DirecTV DVI/HDCP mandate

Can someone help me understand what this "mandate" that I read about means? If I am looking to purchase a HDTV ready TV and upgrading my Directv, what does this mandate mean?

How should this knowledge effect my equipment choice?

Wait if you can

If you are thinking of buying a new HD capable TV the smart thing to do is wait. Wait until september and buy a set that has the DVI signal connector, or wait until the controversy over dvi is resolved to see if you can get along without it.

The point is that current sets, even brand new ones, are at high risk to be obsolescent in the near future. Not useless but also not fully capable of receiving HDTV either.
