LCD Noise reduction question

i have a 32" westy and it has a noise reduction option and its default to low but has Off,Low,Medium, and high when changing it to off from low or high i see no change at all. Does this feature only apply to the hd tuner channels because it doesnt seem to do anything.

doesnt say much about it just says adjust the noise reduction setting
